Zhai qing pointed out that at the same time, the water environment situation is still very serious, there are several main aspects:

First, the total discharge of water pollutants is still huge. Chemical oxygen demand emissions are about 24 million tons, and ammonia nitrogen emissions are about 2.45 million tons. What is this concept? This emission far exceeds the current environmental capacity, some experts estimate that the total amount of these must be cut by 30-50%, our water environment will have fundamental changes.

Second, the problem of groundwater pollution including groundwater has not been effectively controlled.

Third, the pollution of some rivers, especially in rural areas, or the furrows and branches of rivers which are closely related to the lives of ordinary people is still very serious.

Fourth, there are still many deficiencies in the management of water environment.

Zhai said that in order to effectively solve these problems, we, together with relevant departments, are working out an action plan for the prevention and control of water pollution in accordance with the requirements of the state council. At the core of this document is the need to improve the quality of the water environment. The key is to focus on both ends.

Zhai qing, in the specific measures, one is to substantially reduce industrial pollution emissions; Second, we must manage the discharge of domestic pollution in cities.
